SOCIAL AND CULTURAL COOPERATION ASEAN

Cooperation in the field of socio-cultural become one of the main starting point to enhance ASEAN integration through the creation of "a caring and sharing community", namely an ASEAN community of caring and sharing. Socio-cultural cooperation covers cooperation in the area of ​​youth, women, employment, information, culture, education, science and technology, environment, natural disaster relief, health, social development, poverty alleviation and employment and the ASEAN Foundation.
a. ASEAN Socio-Cultural Community (ASEAN Socio-Cultural Community)
ASEAN Socio-Cultural Community (ASEAN Socio-Cultural Community) is one of the pillars to be built ASEAN in supporting the ASEAN Community by 2015, in line with the other two main pillars, the pillars of the ASEAN Security Community and the ASEAN Economic Community.
One of the targets to be achieved through the ASCC pillar is to strengthen our sense of all-an (sense of we-ness or we feeling) and solidarity among ASEAN citizens. Build a sense of all us late and solidarity does not mean eliminating the specific characteristics of each country, but rather the desire to strengthen the sense of unity, brotherhood and mutual caring and belonging to a community that is being built.
With their strong sense of solidarity, is expected ASEAN community can support each other in overcoming the problem of poverty, equality and human development; mutual support in minimizing the social impact of economic integration by establishing a base of competitive human resources; strengthen the environmental management of the green, clean environmentally sustainable; and strengthening the cultural identity towards an ASEAN Community, based on the community (people centered).
In connection with this, in Chapter 1, Article 1 of the Charter have been included mandates for various functional cooperation among others, the Enhance good governance and the rule of law, protection of the regions's environments, preservation of its cultural heritage, cooperation in education and science and technology and drugs-free environment.
There are six programs at the ASEAN Socio-Cultural Community
b. Blueprint for the ASEAN Socio-Cultural Community (ASEAN Socio-Cultural Community Blueprint)
As one of the efforts to realize the establishment of the ASEAN Socio-Cultural Community (ASSC), ASEAN has drawn up a Blueprint for the ASEAN Socio-Cultural Community (ASEAN Socio-Cultural Community Blueprint) that was passed in the 14th ASEAN Summit in Thailand, February 2009. Preparation draft Blueprint for the ASEAN socio-cultural Community is intended to provide guidelines (guidelines) for ASEAN member countries in preparation to welcome the establishment of the ASEAN Community by 2015 via socio-cultural pillars.
The blueprint geared to contribute to strengthening the integration of ASEAN-centered society (people-centered) and strengthen awareness, solidarity, partnership and community ownership (We Feeling) on ​​ASEAN. Draft Blueprint for the ASEAN Socio-Cultural Community contains six major elements (Core Element) & 348 Action Plan (Action-lines). - Building the ASEAN Identity (Building ASEAN Identity), consisting of 50 action lines

4. Implementation Mechanism (Implementation Mechanism)

Blueprint for the ASEAN Socio-Cultural Community is expected to be integrated into development planning in each ASEAN country and implemented at national and regional levels. Successful implementation of the ASCC Blueprint would require strong support and involvement of all stakeholders, ranging from government, civil society and members of the community at large. These collaborative efforts can be described as follows:
1. Cooperation in Efforts to Increase Capacity of Human Resources and the ASEAN Foundation
Human resources is one important asset in order to support the success of the ASEAN Community building process. In this globalization era, ASEAN is expected to develop into an area of ​​high competitiveness in the international community, with the support of a strong human resource capacity. To achieve these objectives, various efforts to improve the quality of human resources, continue to be implemented and will continue to be a priority within the framework of ASEAN cooperation, across all sectors.
2. Cooperation between ASEAN Civil Service Institute
Strengthen inter-institutional cooperation in the area of ​​personnel is one of the approaches taken by ASEAN in an effort to increase the capacity of its human resources. To support these goals, then formed the ASEAN Conference on Civil Service Matters (ACCSM). In the leadership of Indonesia (2007-2008), ACCSM has held the 14th meeting in Bali, in October 2007. By carrying the theme "Developing a Corporate Culture to Enhance Civil Service Cooperation towards ASEAN Community 2015", the meeting among others was agreed Framework (work plan) for the period 2008-2012.
3. Cooperation Advancement of Women
In an effort to promote and protect the rights of women and children in ASEAN have organized a Roundtable Discussion on the Establishment of a Joint Commission for the Promotion and Protection of the Rights of Women and Children, held in Jakarta, 7-8 April 2008. In its development at a meeting of the ASEAN Committee on Women (ACW) 7th in Hanoi, Viet Nam in October 2008 a meeting was held special sessions between ASEAN Committee on Women (ACW) and Senior Official meeting on Social Welfare Development (SOMSWD) who agreed to discuss the establishment of the Working Group on the ASEAN Commission on the promotion and protection of the rights of women and children
4. Cooperation Youth
Various training programs for capacity building of young generation ASEAN has been implemented through the implementation of the ASEAN Youth Leadership Forum, ASEAN + 3 Workshop on Youth Entrepreneurship, ASEAN Youth Camp, ASEAN Youth Creativity Expo, ASEAN Youth Caucus Meeting, the ASEAN Youth Leadership Development Programme, as well as the Regional capacity Building Workshop to Promote Youth-Initiated (ICT) Enterprises.
In particular, Indonesia has also organized a Youth Discussion Forum on Enhancing the Role of Youth in ASEAN cooperation. The forum was attended by the ASEAN youth exchange program alumni from various cities in Indonesia. They produce some recommendations which includes the proposed establishment of the ASEAN Youth Voluntary Board, ASEAN Youth Forum Network, Goes to the implementation of the ASEAN Community, ASEAN Youth Entrepreneurship Expo and the establishment of ASEAN-Indonesia Youth Forum.
5. Cooperation Field of Prevention and Combating Drug Abuse and Illicit Drugs and Drugs Forbidden (P4GN)
Drug abuse problem in the community has become a concern in many parts of the world, including the ASEAN region. This is partly fueled by the increasing proliferation of commercial traffic at the global level, including the circulation of the various forms of new synthetic drugs.
Responding to these challenges, ASEAN agreed to continue to strengthen cooperation in combating drug abuse and explicitly launched a program of the ASEAN Free of Drugs 2015 (Drug-Free ASEAN by 2015). In order to achieve their future goals, then supervision of trade and drug abuse region will be tightened, by involving as much as possible the active participation of the community.
6. Role and Functions of the ASEAN Foundation (The ASEAN Foundation)
The ASEAN Foundation is specifically formed in 1997, with the aim of supporting the ASEAN correctional program in order to encourage the formation of the ASEAN Community, which is solid and strong. The ASEAN Foundation is expected to help increase awareness and sense all our powerful-an (We Feeling) among the ASEAN community.
